Possibly. An AC adapter may buzz as a results of over-load or short-circuit, 
either externally or internally. Is it buzzing when not connected to the PB? If 
yes, then it may be toast. If not, the PB may be over-loading it.
Is it getting too warm to touch? Another possibility is due to age.
