An inexpensive ATA66 controller and relatively recent hard drive is
perhaps one of the biggest bangs for your buck you could do for an old
PCI Mac, IMO. But ATA100 controllers are coming down now too, so...

The newer hard drives are all gonna be ATA100 or faster, so you might
save a little by searching for a 3-yr old hard drive or whatever, but I
wouldn't sweat it:

Given that many new drives are only $100 or less anyway (unless huge)
take advantage of what a new drive offers (less noise & heat maybe
compared to even a recent ATA66 drive) and count the faster ATA100 or
133 speed as a bonus for your next Mac's upgrade...
