I'd first remove all (and I mean ALL) the extraneous stuff.  Leave it with 
processor, 128mb RAM, one HDD, one CD-ROM and see if it'll boot off the 
install CD using the Vulcan nerve pinch. (Cntl-Alt-Shift-Del) If so, format 
the drive and install the OS.  Get back to the basics...
