Have you tried booting with all the extentions off?    Also when you are loading OS
9.1 are you leaving the Apple drivers
out of the loading process?    I had similar problems with OS 9.1 until I disabled
the Apple driver and used FWD tools which were also
loading at the same time during start-up.  Using Conflict catcher helps or just
changing the loading sequence of the extentions
in the conflict catcher's window can solve the problem.

I found that OS 9.2.2  works faster. The upgrades can be found on the Apple site
support
