Check the 'view options' for the desktop by clicking on the desktop 
so no icons are highlighted and then check the menu on top for 'view 
options' (I forget where it is in 8.6).  Look for the button that 
says 'keep items arranged by' and make sure it is not selected. 
Another way is to create an alias and stick the alias in a folder 
with subfolders.  Set the view to list and use it like an osX dock or 
put them in the launcher.
