There is no pre-defined recurring communication at Cooper Nuclear Station from
Senior Management to site employees. Senior Management conducts ALL HANDS
Meetings at least quarterly with RP topics discussed as needed,
NRC/INPO/Assessment findings or AFIs. Senior Managers, Managers or Supervisors
record department specific audio messages that play while each person is in the
explosive detector each morning, with 5 RP messages in the last 4 months
conveying performance based issues and expectations.
We have a Site Radworker Event Free Days Clock on the front page of the site
web pages for tracking error free days of all site rad workers and when a reset
occurs the Manager morning meeting discusses the issue with the department
responsible for the reset talking, not RP. The topics of each Morning Meeting,
regardless of clock resets are sent via e-mail to all site workers as the
"Operational Focus" with a section titled "Radiological Safety" including PCEs,
estimated dose for the week, actual dose from the last 24 hours and the week
and estimated and actual YTD dose.
Site wide Newsletters via e-mail with RP issues when they occur and RED Letters
for RP performance issues as determined by Senior Management.
The Admin building has the current CNO signed Letters of the Radiation
Protection Policy Statement and Respiratory Protection Policy Statement on
display near the entrance, which is outside the Senior Manager area and the RCA
Access point.
Just a few feet down the hall directly on the center of the wall at eye level
is a large monitor specifically for RP information, controlled by the RP
department to communicate changes to procedures, dose to date information, Rad
significant work, etc.
The CNS RP department feels well supported when Senior Management is asked to
communicate any issue or expectation via any of these methods.

Subject: Powernet: Management Expectations for Nuclear Plant Radiation Safety
Performance

Does your utility issue a recurring senior management communication to the
nuclear work force reiterating expectations for radiological safety
performance? Any information you can share regarding this communication would
be most appreciated.
