Thanks for the reply.  Hope you don't mind a few follow up questions.
So I assume you set up two versions of the lesson(s) one for contractor 
(proctored) and one for utility (non proctored)?  Same lesson content for 
both or different?
Would it be possible to get a copy of your procedure with the failure 
verbage?

At SONGS, several years back we had a problem with one/two individual 
taking the lesson in the PA failing, ignoring several warnings in the 
lesson about notifying Supv and leaving the PA immediately, and then going 
on to work in the plant anyway.  At that point MGMT decided to no longer 
allow GET training in the PA.   We are currently re-evaluating this.

We install courses under the NANTeL Utility Employee Training (self 
proctored exams) category. That is what it is designed for.

2.  Do you allow site utility employees to take NANTeL GET training inside 
the Protected Area? Yes.

      2 a. If yes, how do you handle test failures? We wrote verbiage into 
a procedure and set a program up with protocols for failure. Protocols 
include electronic signature on an agreement to terms, supervision 
notification prior to taking an exam and security notification should a 
failure occur (at which point the individual is to report directly to 
security, leave site and have their access revoked). Remediation then 
occurs, followed by a re-test when our CBT lab is available and open 
according to that schedule.

San Onofre does not currently allow self proctoring for NANTeL.  All site 
employees are required to come to the CBT lab located outside the 
Protected Area.  If a student fails an exam the Proctor notifies Access 
Authorization or Health Physics of the failure and student's access to the 
PA or RCA is then restricted until a successful test score. 

A summary of answers will provided once I tally the responses.
