Palo Verde provides the following response: The Refueling Water Rank (RWT) is limited to 60 Curies long half-life radionuclides (Cs-137, Co-60, Sr-90 and H-3). This is based on having the tank walls fail and the maximum volume of the tank released to the groundwater and instantaneously reaching the regional aquifer nearest the site exclusion boundary. The CST is expected to contain concentrations of radionuclides that yield a surface dose rate of 0.25 mrem/hr or less.
