Palo Verde provides the following response:
As part of our outage set-up, we establish a Containment Building Access Tent
around the ground level personnel access hatch. This consists of double
stacked Sea Vans underneath a temporary structure (scaffolding and visqueen).
As the outage winds down (prior to Mode 4 entry) almost all materials exit
through this access point. The remaining materials are removed either through
the 2nd hatch that leads from the Containment Building into the Auxiliary
Building or out through the equipment hatch which is contained by a Radwaste
Yard. With three exit points materials are expeditiously removed from
Containment
I assume that when you say "Do you use your personnel hatch to remove items
after containment is closed" you are referring to Mode 4 entry. Palo Verde has
a mode 5 to 4 restraint that requires all items be removed from the Containment
Building. After Mode 4 entry there can be up to 64 square feet of equipment in
the Containment Building provided it is approved, accounted for, and can be
removed immediately if needed. Any remaining items would be removed via the
inside personnel hatch which is surrounded by a contamination area that allows
for surveys and transfer into appropriate packages
Please call if you'd like additional information.

Subject: Powernet: Controls and Packaging of Tools and Equipment During CTMT
Off-Loading

Millstone would like to benchmark other utilities on controls and packaging
used to survey and transport equipment during containment and aux building
off-loading (bug-out of tools, equipment and materials), as preparations are
made to return a unit to service following an outage.
Do you have an expeditious method of getting everything out of Containment at
the end of an outage before closing the equipment hatch? If so, please explain
your process.
Do you use your personnel hatch to remove items after containment is closed?
If so, how much use does the personnel hatch get and what method do you have in
place to control, package and survey equipment coming out?
If you would prefer to call me, please do so at the number below.

Thank you,
