We do require such a verification. Our shipping procedure (HPS-NGGC-0002 - 
Vendor Cask Utilization Procedure - Section 6.0 Precautions and Limitations 
Step 18) states: " Ensure calibrated tools used to torque the lids have been 
verified to be within calibration limits prior to the shipment leaving site."

Also, in the same procedure there is a Cask User Sign-Off Sheet for each type 
of cask that states "Calibrated tools used to torque the lids have been 
verified to be within calibration limits prior to shipment leaving site."

Duke Energy would like to know if stations require verification of torque on 
shipping package bolts  by methods such as:


(1)    Bench verification of calibration of torque wrench used prior to 
departure of cask from shipping site

(2)    Use of second wrench to check torque
