We no longer use the 3M "tool box" HEPA vacuums.  When we did use them, we had 
minor issues with inadvertent spillage if the HEPA filter or hose/plugs came 
loose.  We normally taped the hose and storage plugs to prevent inadvertent 
spillage.  We labeled the HEPA filter "internal contamination" and used the 
vendors velcro flap to secure the filter.  We did not use any locking device or 
tamper seals on this type of vacuum.

The major disadvantages include: contamination control and clogging on large 
clean-up jobs.  The advantages include: portability and quick set-up.

Does your site use the small "portable" "HEPA vacuum in a lunchbox" made by 3M? 
 If so, do you secure these in any way to prevent inadvertent spillage from the 
HEPA filter/unit?

We use these vacuums, but unlike our other large vacuums that we secure with a 
lock, etc., to prevent them from opening and spillage of radioactive materials, 
we have never put similar controls in place for these because the HEPA filter 
are enclosed in plastic cartridges that slide in an out as a unit with no 
spillage.
