Subject: Powernet: LHRA control in overhead

How do you handle LHRA controls in the overhead that is accessed through
scaffold?

1 – Are ladder locks used? YES

2 – Are scaffolds considered “natural ladders?” NO

3 – Are excel scaffolds considered “natural ladders?” NO

4 – Are additional postings, ropes, flashing lights, or other controls put in
place? On most scaffolds the perimeter of the scaffold deck will be posted with
rad. rope, placards and flashing red lights attached to the placards, RPM
permission is required for the use of flashing lights in lieu locking and
barricading access. Very seldom do we allow the use of flashing lights in place
of locking or barricading the access.

5 – How is unencumbered access via other structures handled? See Above

Any procedures, guidance or position papers on this matter would be
appreciated. Thank you.
