We went thru this many years ago. We maintain a tool issue area inside the RCA and only specialty M&TE items are allowed to be released. It has been hard to enforce the specialty tool restriction, because everyone seems to have some specialty tool and some times we are able to make them keep that tool in the RCA Tool room.
