All surveys at Browns Ferry are independently reviewed and signed.  The 
requirement we have comes out of the TVA Nuclear Quality Assurance Plan (NQAP) 
and is also in one of our corporate Nuclear Power Group procedures.  It would 
take some digging to see where it originated from above that
