I am answering on behalf of Braidwood and Dresden.

The best reference I can recommend is the NRC's evaluation criteria described 
in NUREG-1757, Vol.2, Rev. 1 Section 5.2 Unrestricted Release Using 
Site-Specific Information (Decommissioning Groups 4-5). You can do the entire 
history lesson of the regulations and different paths that have been attempted 
but this seems to be the most relevant. Another good read is REVIEW, APPROVAL, 
AND DOCUMENTATION FO LOW-ACTIVITY WASTE DISPOSALS IN ACCORDANCE WITH 10 CFR 
20.2002 AND 10 CFR 40.13(a) available from NRC as ML092460058.

No permits currently. Dresden has requested a 10CFR20.2002 alternate disposal 
permit for contaminated soils. The approach I took with the request was a DCGL 
for each of the nuclides referenced in the ODCM guidance to apply a 
sum-of-fractions rule. That way I could take care of the current inventory of 
low level contaminated soils but also allow room for expansion as new projects 
come up that displace low new soils.

You have to make the request through your NRC Region but they will engage other 
branches in their decision making process. It takes quite a long time and 
perceived public opinion is the overwhelming obstacle. I still don't know if 
Dresden will be successful.

  4.  Do you still apply onsite disposal practices at your plant?
  5.  Any local media concerns regarding onsite disposal practices?
  6.  At present, how do you dispose of large volumes with low level activity 
waste (i.e., sewage sludge, contaminated soil)?
