Review Comment:
   since the code can walk these the fact `VIRTUAL_ACCORD_DEBUG ` is 
conditional makes using this brittle... its been a source of pain for tables 
with places like guardrails as their counts are wrong.  And when I did the last 
rebase it was something I had to worry about as the accord stuff was present 
but might not exist...

Review Comment:
   so, there was a thread about vtable keyspaces being outside the default one 
(the context was the metric one) and people are strongly against adding new 
virtual keyspaces and want all vtables in the existing keyspace.
