Review Comment:
   I originally avoided setting a value for "requires-python" to make it easier 
for older Python runtimes to try to build the driver even if their runtime is 
no longer supported... but the more I think about this the less sense it makes. 
 Users are free to check out the code, change this setting in pyproject.toml 
and try to compile things.  It may or may not work but we aren't limiting 
anything.... and including this setting does a much better job of communicating 
what we understand our supported platforms to be.
