The reason is that during the last few years, the Lucas-Lehmer test has
been optimised more than the factoring has, so recently the division of
work between factoring and Lucas-Lehmer testing hasn't been optimal. (The
effort of doing that last bit of factoring would save too little
Lucas-Lehmer work on average.) This was fixed in version 24.12.
