Not sure how your organization will meet all of the Privacy's requirements in 4 paragraphs. Obviously, that's your point. Since you say you're having difficulty proving your point, have you considered making a list of all the policies that will be necessary and providing that list to the powers that be? Perhaps that would help them realize the need to develop something "a little more" than 4 paragraphs as a privacy policy.
