For that large of an organization I would recommend an online training module. These can be either internet or intranet based or both. The same course can also be on CD for those that don't have access to the LAN or Web. There are some really good, reasonably priced training modules out there for online training. You can internally develop or hire someone to develop the course content for you and the course will be tailored to meet the individual entity's needs, with its own branding. Many of these have capabilities to test the individuals, produce reports such as to who took the course, test scores, flag for next testing dates and produce certificates for passing the course etc.

We are a relatively small agency, but I would be happy to tell you how
we are planning to handle the mandatory HIPAA awareness training.
We are going to offer seminar-style 1-2 hour awareness courses, the
same course on several different dates in order to accommodate
everyone's schedules. This was the easy part. The main concern that we
had was how to train new employees. I am creating a computer-based
training module for that purpose. The new employee will complete the
online course at their desk. When they are finished, the module will
generate an email to our personnel analyst stating that the employee has
completed the course.
I think these solutions could work regardless of the size of your
entity.
