I have responded to auctions saying for "pre-approved bidders" asking to be put on the approved list and usually get a response from somewhere like Italy making a direct offer of sale. The auction is then pulled before reaching its official end.
In my opinion there is either an attempt at outright fraud (send money - receive nothing) or the goods are grey imports into EU or even stolen. I don't believe you'd get any protection from eBay as you wouldn't be buying from a properly-conducted auction.
