It is when printed that 'the anomaly' really appears: there is a blend from
(coincidentally) about skin tone to green, and about halfway through the
blend there appears in the print a band of much brighter green, almost like
a halo.

Not sure if this is the same cause but it sounds as though it's the same problem!! I've had several bad experiences of printing the smoothest areas of out of focus subject matter and also got the banding and colour shifts. Along with a fellow pro-digger we discovered that the rendering intent caused a major issue, though no-one really knew why. I used to use perceptual for most colour images on a 1290 but I started using Relative Colorimetric instead and the colour shifts instantly disappeared, and although the banding was not totally cured the accurate colour made it less noticeable. It might be worth a try - let me know!
