I fail to understand this thread.
I think it is very useful information to know what typical charges are for
digital services at different locations.

If I understood the original question correctly, the intent was to find out
going rates in England and then use that to justify what to charge for similar
service in Moscow.

That sounds like asking about the apartment rent in New York City and then
charge the same apartment rate in Moscow or some other city.

Should not the question be: What are the going service prices in the same area?
What are other local professionals charging for their time?

In these days of the internet this gets blurred, for example, if the
photographer is selling to clients in England, presumably English rates can be
used.  The client might not even know or care where the service is provided.
The result magically appears in his computer's mail box together with an
invoice.
