The secret is NOT to read the manual. That's right, you heard it here first.
The secret is to 'understand' the instructions in the manual. Sorry,
couldn't resist that one. <g>

Actually, there is a lot of truth in the above off-the-cuff statement. I
have read the manual and I can tell you that, as manuals go, it's not bad
and the section on actions is fairly thorough. The trick is in remembering
the knowledge and translating it into, erm, actions. Because it's presented
in a very cold, scientific way out of necessity, it doesn't often stick.

If you want tutorials, there are plenty of free tuts on how to create
actions, just do a search on Google for "photoshop actions."
http://graphicssoft.about.com/ is always a good place to start your search.
