Thanks Stephen for the detailed suggestions.  They sound useful and well
thought out.

I finally gave up on the scanner and I am in the process of setting up for
copying using a digital camera with polarized lights and a vacuum table.  It is
much more work than I hoped to have to do but the copying will be fast.

I found a very clever trick on the excellent Nikon discussion list:

If a light source is projected into the viewfinder on the camera, the optical
system will act like an old-fashioned enlarger and project the viewfinder's
markings on the copy board.  Just align the photo, adjust height for proper
size and adjust the focus to make the markings sharp on top of the photo.

Turn off the viewfinder light source and take the picture.  There is no need to
look through the view finder!
