LinguaPlone has also "default language" fallback, but I am not sure how it
is related to portal navigation.

If you haven't done it I suggest you check the  LinguaPlone presentation
from the last Plone conference by Valentine Systems.

Also we are translating lots of travel related sites. The problem is often
that LinguaPlone is too difficult to use and have all sorts of weird
problems. If you really wish to make translations bullet-proof to general
public you might want to try it even simpler what you currently have in the
sketch... I don't know how :)
