I still see programmers "bit twiddling" to shave instruction times. Not
that it's a bad thing, especially from a "good habits" point of view,
but having delved into performance issues, I keep telling people that if
they want to spend time on improving performance, spend it on reducing
I/O. Instruction times are dots under the mountain by comparison.

I pretty much had that impression about Windows until now, but thought
that Vista would bring Windows to a new level, i.e. a re-write that
would actually be organized around rhyme and reason.

Yes, I see that happening in the applications and ad hoc quick and dirty
world, but to think the OS is more chaotic then orderly isn't very
comforting.
