It would certainly be a first step toward eliminating the fear/hate that
leads to wmd arm races and war. If one country become a threat to
another, their will be a response, (eg for every action their is an
equal reaction upon the object be acting upon), which can be easily
proved by examining cause/effect relationships. An infinite cold war
arms race will never produce an ultimate winner, it will only result in
everybody losing.
