This is kind of wried, because under normal rules of international
diplomacy, let's call it being a good international neighbor, one
country would not have the right to impose its will on another country,
regarding what the country could build, or what the country could test.
To pre-emptively take out a North Korean test missile would be an act of
war in anybody book, just like the sinking of a ship in internal waters
by a submarine would be an act of war. Is it possible that North Korea
could test her missile without violating the air space of any other country?
Based on internal law, nobody owns outer space, any more than anyone
owns the air we breath, so unless North Korea commits some clear act of
aggression against the US, she would have a right to test missiles, just
like any other country, including the US, France, Russia, India,
Pakistan, China, Japan, England, German, etc. I don't know where this
neocon idea of pre-emptive attack comes from, and why the neocon think
they have the power to know, and thus somehow shape the future for
better or worse. I think that is terrible self centered and arrogant.
I'm not even sure that standing down the North Koreans, now, over firing
a test missile, would be a win for the US. Missiles can be easily
hidden, both underground in missile silos and undersea in submarines.
At least in this present situation with North Korea ,we know that a
missile may be fired as a test, reducing the chance that an accidental
nuclear exchange between countries with more advanced systems might
occur. Remember, their is alway a threat that a third party could
explode a nuclear device against a country, and make it appear that some
enemy of the third party was the perpetrator. In this way the thrid
party could score a win by pitting two superior power against each other
in a mutual destruction senario.
