Just a shot in the dark - could it be a VFP runtime version issue?

When we upgraded from VFP7 to VFP9 we had problems with FoxTools.fll on some
machines - until I realized that the problems were only happenning on NEW
machines, one which didn't have the VFP7 runtimes. Updating the
foxtools.fll file with the one in VFP9 solved the problem.

Thanks for the reply, Michael.

It is distributed in a downloadable zip sfx whose name changes to reflect
the build number.

Incidentally, the fll is Craig's vfpencryption71.fll. If it makes any
difference.

If it was a download from the web, make sure you clear the cache before
you go to re-download.
