Just a shot in the dark - could it be a VFP runtime version issue? When we upgraded from VFP7 to VFP9 we had problems with FoxTools.fll on some machines - until I realized that the problems were only happenning on NEW machines, one which didn't have the VFP7 runtimes. Updating the foxtools.fll file with the one in VFP9 solved the problem.
