You do realize that the user 'mail' exists so that anything executed in the email system operates with extremely limited privileges, right? And that you can easily write a rule to reject email addressed to any user, including mail?

I do agree that you would be better off with a Win2k3 server, though. Security in Linux takes a little bit of understanding, but security in Windows is redundant!
