Sounds like post facto justification to me - they /wanted/ iPads - I'll 
bet they all already have council-bought laptops that would do the job.
Yes Apple are edging out RIM for push email devices, but a lot of people 
are forgetting why they (or the IT dept. back when they had one) chose 
RIM in the first place: they are rock solid secure - for example the 
Indian Govt are considering banning RIM because their security people 
*can't* crack the encryption, they have expressed no such problems with 
Apple.
