Two people can voice the same complaint, but one can be intent on destroying while the other can be intent on building, so it's not the complaint per se that really matters, but the intent, spirit and attitude that drives the complainer. I know I complain that our democracy is VERY broken, but not with the intent of throwing it away and, say, installing a "strong dictator", but to simply fix what's wrong with it (Big Money), make democracy really exist, and let the chips fall where they may.
