Several years ago I wrote a program to do just that, it reads any file (low level) and creates a PRG that recreates the file upon request.
Just had a quick look, can't see it, but I did share it around at the time and recall finding it on a web site some years ago. Does anyone have a copy?

Then assign the resulting string to the PictureVal property. This won't work if you need the image as an icon for the class in the project manager.
