But here's what's odd....my IT guy says that his IP range is NOT on the blocked list.  Nor does M$ support find any problem (yet it doesn't work).

I've had to deal with a lot of email providers that block this list because 
it's hosted on a VPS from Digital Ocean. It has nothing to do with the content, 
just that the IP address is in a banned range.
