I'm sure this is zero consulation (or help), but the MS Empower website
is THE WORST web site I have ever had the misfortune to use.

I can't tell you how to find it, but I can assure you that there really
is a page with license keys.

Tip 1: Use the Concierge option on the Empower MSDN page to speak with a
real person via a chat type interface. Be very careful to have your
popup blockers turned off, do not try this via Vista, and follow the
instructions on the Concierge page to figure out what keys to hold down
when you decide to ask your question. The correct keys are dependent on
browser, browser version and OS. I encourage you to use the concierge
service because they will tell you when the service isn't working like
it should (hint: very often) saving you the frustration of looking
everywhere for a capability that is currently offline.

Tip 2: If and when you finally find the page with your keys, copy the
entire web page to a Word file and/or save the XML equivalent to a file
you can reference offline. You have to pre-select items you want a
license key for so I went through the list of apps and OS's and checked
any product that I could reasonably want to use in the future.

Tip 3: Once you get to a working download page I encourage you to
download anything you might want to use in the future.

I feel your pain!!!
