Again, the private sector can do a better job.  When I was working in Nashville 
TN a few years ago, there was one donut/bagel shop that, although they could 
not officially give away the unsold merchandise at the end of the day, would 
set it outside the store in an unsealed trash bag.  By moring it was pretty 
well emptied.  

This was completely compatible with the signs in most store windows about not 
giving to panhandlers as the area was kind of touristy... Wild Horse Saloon, 
Country Musis Hall of Fame, hockey arena and the like.  Those that needed got 
some food, but it was not institutionalized.
