        If every state were to be bound by those rules, then electors would  
be unanimous. IOW, the popular vote nationwide determines the electors  
for every state. This is equivalent to scrapping the Electoral  
College, but without the messiness of going through the constitutional  
amendment process, which would be required for actually eliminating it.

        We are talking about a *national* election. It should be decided by  
the number of votes by *people*.
