You need to download "unlocker" in that case. It will sort out what is
keeping it open.

the oci.dll doesn't show in the process list, so it's not running 
(right?).  Ugh!  What the heck!??!?

I moved it (87 KB) to my c:\crap folder and then was able to delete 
c:\oracle and all its tentacles....went back to c:\crap to delete the 
renamed file (now xoci.dll) and it still won't, citing the same 
message.  Odd.
