I've done some research into this problem and may have it solved.
Googling on 'matching_file_name', which appears in the Vista generated
appcompat.txt report file, came up with

http://www.appsboss.com/archiver/?tid-36.html contains an
'appcompat.txt' report and this response:

"You are looking for the first occurrence of the value for
"MATCHING_FILE_NAME" and "SIZE". These values indicate which file has
the issue and what the file size is."

In this case, the 1st occurance is BLAT.DLL, version 2.5.0.0.

Did some searching for blat, to see if I have the latest release, and
http://sourceforge.net/project/downloading.php?group_id=81910&use_mirror
=internap&filename=blat262.full.zip&25223288 shows blat262 as the
current version. It's 120kb and dated 2/25/2007

Also noticed that http://www.geocities.com/toby_korn/blat/ has a link to
download "blat3_1.zip", which I suppose means 3.1. However, this version
is 112kb and dated 1/24/2002, so even though this name's version # is
higher, it seems 262 is really the latest, so I'll go with 262.

I'll guess I'll have to unregister blat250 on customer machine, then
install/register blat262 to update blat on his machine - and presumably
get rid of this problem.

Can't have VFP product users getting Vista compatibility reports! Right
away they'll think it's VFP that's incompatible, which is not the case.

Hopefully these actions will resolve this problem.

Bill
