I assume they called PayPal and tried to get the matter resolved? If 
PayPal is just flat-out refusing to work with them, for whatever reason, 
what about getting a merchant account and accepting credit card 
transactions directly? This would have higher up-front costs but lower 
ongoing costs. PayPal's charges are very hefty in comparison.
