Do they want a DBA or a programmer who might know how to store data in
SQL Server?

I would run from this gig.  I read it as your job description = "Make
it so #1"

The term AIDS reporting in the field is what scares me in todays
environment.  Are your identifiers encrypted so the identity of the
people this data represents cannot be extracted if stolen?   If not
are your responsible in the next law suit for NOT making that happen?
