Try doing the download using a FTP URL through the browser. Out side of that, I don't know what to suggest. Passive FTP would work better then Active (because the client initiates the data channel port), but if your saying that only 80,81, and 443 are open for inbound/outbound, then passive FTP won't work either.
Note the built-in Windows FTP client doesn't support passive mode. You can test by using FTP through the browser (which uses a passive mode connection) or with something like MoveItFreely, a command line replacement for the standard Windows client.
