Yeah - why didn't you do some basic checking as to what was supported
before you went and spent all that money?

Sorry, you can't pin that one on Vista - 64-bit versions of any
Microsoft OS do not run 16-bit applications and never have.

Doing what exactly? If that is really the case, and I doubt it, there is
something fundamentally wrong in the areas of hardware, OS or driver
installation.
