Same thing said the rapist when they told him it was against the law.
If govt thinks controlling CEO's earnings is in the benefit of the 
country then it has every right to say it won't make business with those 
who don't comply, just applying free market rules, if you don't like it 
then take your business elsewhere.
Besides which, I don't think it takes a law, you just put the condition 
in every bidding (amongst the other conditions for the public contract) 
and that's it. (though I'm not really sure about how that really is in usa)
