They passed a law that essentially says that the police can stop anyone
and demand proof of citizenship; if you don't have the proof on you, you will
be arrested. Think of all the WWII movies with Nazi guards demanding "show me
your papers", and you'll get the picture.
You don't need to have done anything wrong to be targeted, so the
police will have to base their actions on appearances, so most likely those
whose skin is brown will be the focus of this effort.
During tough economic times, politicians frequently find a scapegoat
for the public to focus their blame on, and this time it's Mexicans who entered
the US illegally. Kind of ironic, since it is this influx of cheap, easily
exploitable labor that is keeping many US businesses profitable, and were they
all to magically disappear, the increased labor costs would drive many of them
out of business.
