There would be blood in the streets if they tried that here in Australia. Surely that has to be unconstitutional? I know little of your constitution yet it has been a model for much of the world (other than gun rights).

You don't need to have done anything wrong to be targeted, so the police will have to base their actions on appearances, so most likely those whose skin is brown will be the focus of this effort.
