Clearly the goal of public safety is ill served by guaranteeing that 
only criminals have guns - a very "fox in charge of the hen-house" sort 
of arrangement.

Are Brits allowed to form associations to press for government change? I 
have something like a Brit equivalent to our NRA in mind.
