I've added a line to my Inno Setup to create the directory with the proper
rights.

[Dirs]
Name: "{commonappdata}\PowerChurch"; Permissions: authusers-modify

This is a place that updates will add/update files. When multiple users are
using the same machine, this allows authenticated users of the workstation
to modify the files here.
