Doesn't the path system give you all the nesting capability you need?

I don't think it's possible to have no current/implied locale. I have wanted that on occasion & never figured out a way to achieve it. You certainly can have an empty path.

Put differently: we should not simply change how things work without
thinking through the implications of that change.

(We will also need a way of determining the locale of an anonymous
verb, for example. Also: would it be possible to have a locale-free
verb? If not, what are the implications of that?)
